This is a Senior Management Service (SMS) position responsible for providing strategic leadership and ensuring effective financial management within the Department.

Requirements for Chief Director: Financial Management Position

Applicants must have:

  • A Grade 12 Certificate
  • Bachelor’s Degree or Advanced Diploma in:
    • Financial Management
    • Management Accounting
    • Accounting
    • Commerce (NQF Level 7)
  • Minimum of five (5) years’ experience at senior managerial (SMS) level within the finance field
  • Successful completion of the SMS Pre-entry Certificate Programme endorsed by the National School of Government (NSG)
  • A valid driver’s licence

Knowledge and Skills Required

Candidates should have knowledge of:

  • Public Finance Management Act (PFMA)
  • National Treasury Regulations
  • Preferential Procurement Policy Framework Act (PPPFA)
  • Municipal Finance Management Act (MFMA)

Duties and Responsibilities

The successful candidate will be responsible for:

  • Providing effective financial management leadership within the Department
  • Ensuring compliance with financial policies, legislation, and regulations
  • Managing departmental budgets and financial systems
  • Overseeing accounting practices and financial reporting
  • Monitoring expenditure, payables, receivables, and payroll functions
  • Ensuring compliance with audit requirements
  • Developing financial management policies and procedures
  • Providing strategic financial advice to senior management
  • Managing risk management frameworks
  • Supporting the Accounting Officer in financial decision-making
  • Ensuring good governance in line with Treasury guidelines and PFMA requirements
  • Managing human resources within the Chief Directorate
