The Vice President’s Office (VPO), in collaboration with the United Nations Environment Programme (UNEP), the United Nations High Commissioner for Refugees (UNHCR), the Kigoma Regional Secretariat, the National Environmental Management Council (NEMC), and the Tanzania Forest Services (TFS), is implementing the Building Climate Resilience in the Kigoma Region project. Vacancies at Vice President’s Office January 2026, The project is funded by the Green Climate Fund (GCF) through UNEP and will run from 2025 to 2029.
The project will be implemented in Kasulu, Kibondo, and Kakonko Districts in the Kigoma Region. Its overall objective is to strengthen community resilience to climate change through sustainable land management, conservation of natural resources, and the promotion of climate‑smart agricultural practices for both host and refugee‑hosting communities.
To support effective implementation, the Vice President’s Office invites qualified Tanzanians to apply for the following fixed‑term positions, renewable annually for up to five years based on performance and project needs.
1. Project Manager
Project: Building resilience in the landscapes of Kigoma, Tanzania (GCF FP218)
Position: Project Manager (PM) – National, Full‑Time
Duty Station: Kigoma
Contract Duration: One (1) year, renewable up to five (5) years
Position Overview
The Project Manager will serve as the head of the Project Management Unit (PMU) and will be responsible for overall project leadership, coordination, and delivery of results. The role requires strong strategic, managerial, and technical capacity to ensure effective implementation in line with national policies, UNEP procedures, and Green Climate Fund requirements.
Key Duties and Responsibilities
Project Management
- Lead day‑to‑day project implementation in line with the approved Funding Proposal and Project Cooperation Agreement (PCA).
- Coordinate implementing partners and ensure timely technical and financial reporting.
- Prepare annual work plans, budgets, progress reports, and performance updates for the Project Steering Committee (PSC).
- Identify implementation risks and recommend corrective actions.
Personnel Management
- Supervise PMU staff and consultants, including performance planning and evaluation.
- Support recruitment and management of consultants and technical experts.
- Conduct regular supervision visits to project sites.
Financial Oversight
- Ensure sound financial management and compliance with national regulations, UNEP, and GCF financial guidelines.
- Coordinate timely fund requests and financial revisions with relevant authorities.
Stakeholder Engagement and Coordination
- Serve as the main liaison with UNEP, UNHCR, government institutions, and other stakeholders.
- Ensure inclusive stakeholder participation in line with the Stakeholder Engagement Plan.
- Promote project visibility at local, national, and regional levels.
Strategic Delivery of Outputs
- Oversee implementation of key outputs, including community‑based forest management, agroforestry expansion, climate‑smart agriculture, water user association strengthening, livelihood diversification, and evidence‑based policy support.
Qualifications and Experience
- Master’s degree in Environmental Management, Natural Resources Management, Climate Change, or related fields (PhD is an added advantage).
- Minimum of 7 years’ experience managing donor‑funded projects.
- At least 5 years’ experience in climate change adaptation, ecosystem‑based adaptation, or sustainable land management.
- Strong leadership, reporting, coordination, and stakeholder engagement skills.
- Experience with Green Climate Fund or Adaptation Fund projects is an advantage.
2. Finance and Accounting Officer
Project: Building resilience in the landscapes of Kigoma, Tanzania (GCF FP218)
Position: Finance and Accounting Officer – National, Full‑Time
Duty Station: Kigoma
Contract Duration: One (1) year, renewable up to five (5) years
Position Overview
The Finance and Accounting Officer will support the Project Manager in ensuring transparent, efficient, and compliant financial management of project resources in accordance with UNEP and GCF financial policies.
Key Duties and Responsibilities
- Prepare and manage annual project budgets and revisions.
- Monitor expenditures and ensure compliance with approved budgets and GCF regulations.
- Prepare financial statements, cash advance requests, bank reconciliations, and audit documentation.
- Maintain accurate financial records and manage project accounts.
- Support capacity building for implementing partners on financial reporting and compliance.
Qualifications and Experience
- Master’s degree in Finance, Accounting, Agricultural Economics, Environmental Studies, or related fields.
- Minimum of 5 years’ experience in financial management of donor‑funded projects.
- Experience with Green Climate Fund, GEF, or Adaptation Fund projects is an added advantage.
- Proficiency in English and Kiswahili.
3. Safeguards and Gender Officer
Position: Safeguards and Gender Officer – National, Full‑Time
Duty Station: Kigoma
Contract Duration: One (1) year, renewable up to five (5) years
Position Overview
The Safeguards and Gender Officer will lead the implementation of the Gender Action Plan (GAP) and Environmental and Social Management System (ESMS), ensuring that project activities deliver equitable benefits while minimizing social and environmental risks.
Key Duties and Responsibilities
- Mainstream gender across all project activities and budgets.
- Lead implementation and monitoring of the Gender Action Plan.
- Ensure compliance with UNEP and GCF environmental and social safeguards.
- Coordinate grievance redress mechanisms and conflict‑sensitive approaches.
- Provide training to project staff and partners on safeguards, gender, and SEAH prevention.
Qualifications and Experience
- Bachelor’s or Master’s degree in Gender Studies, Environmental Science, Social Sciences, or related fields.
- At least 5 years’ experience in gender mainstreaming and safeguards in donor‑funded projects.
- Strong analytical, facilitation, and reporting skills.
4. Climate‑Smart Agriculture (CSA) Expert
Position: Climate‑Smart Agriculture Expert – National, Full‑Time
Duty Station: Kigoma
Contract Duration: One (1) year, renewable up to five (5) years
Position Overview
The CSA Expert will provide technical leadership and implementation support on land use planning, climate‑smart agriculture, and resilient livelihoods to District Councils and local communities.
Key Duties and Responsibilities
- Support climate‑resilient land use planning and ecosystem‑based adaptation approaches.
- Promote climate‑smart agriculture technologies and farmer capacity building.
- Strengthen water user associations and efficient water use practices.
- Link farmers to value chains and promote diversified livelihoods.
- Coordinate with other experts to ensure integrated landscape approaches.
Qualifications and Experience
- Advanced degree in Agriculture, Natural Resources Management, Environmental Sciences, or related fields.
- At least 7 years’ experience in climate‑smart agriculture and livelihood projects.
- Strong experience working with local government authorities and communities.
