Responsibilities

The successful candidate will be responsible for:

  • Managing GTAC budgets in compliance with applicable legislation, regulations, and departmental policies.
  • Monitoring compliance with the Public Finance Management Act (PFMA), Treasury Regulations, GAAP, and GRAP.
  • Overseeing the integrity and performance of the PASTEL financial management system.
  • Managing financial reporting schedules and ensuring compliance with National Treasury reporting requirements.
  • Providing financial advice and guidance to budget managers.
  • Participating in internal and external audit processes.
  • Coordinating the preparation of strategic plans, annual performance plans, and budget submissions.
  • Developing budget templates and analysing financial information for business and project plans.
  • Managing the Medium-Term Expenditure Framework (MTEF) budgeting process.
  • Coordinating budget adjustments, virements, and fund reallocations.
  • Managing budget rollover and surplus retention processes in accordance with Treasury guidelines.
  • Monitoring expenditure trends and recommending corrective financial actions.
  • Preparing monthly, interim, and annual financial reports.
  • Providing financial information for annual financial statements.
  • Evaluating budget performance and recommending improvements to financial management processes.

Qualifications

Applicants must possess:

  • A Degree or relevant qualification in Financial Management or a related field.
  • 5โ€“7 years of experience in:
    • Budget Planning
    • Financial Reporting
    • Public Sector Financial Management
  • At least 3โ€“5 years of supervisory or management experience (Assistant Director level or equivalent).
  • Extensive knowledge of:
    • Public Finance Management Act (PFMA)
    • National Treasury Regulations
    • Government financial management frameworks (advantageous)
