Program Overview
The SBC Specialist will contribute to the Tanzania Community-Based Social Norms Change and GBV Prevention Program, which aims to:

- Enhance monitoring, evaluation, and learning (MEL) frameworks
- Scale community-based interventions across 15 rural councils
A key feature of the program is the adaptation of the Bandebereho Model (Program P), an evidence-based approach that engages men, women, and communities to shift harmful gender norms and promote equitable relationships.
Position Summary
The SBC Specialist will play a central role in designing and implementing strategies that address the root causes of GBV by transforming social and gender norms at the community level.
Key responsibilities include:
1. Research and Context Analysis
- Lead formative research to understand local gender norms and behaviors
- Analyze power dynamics, masculinity norms, and GBV drivers
- Review existing SBC materials and relevant literature
- Ensure deep contextual insight into target communities
2. Program Design and Adaptation
- Translate research findings into culturally appropriate SBC interventions
- Support curriculum development with inclusivity and cultural relevance
- Adapt evidence-based models such as Program P to the Tanzanian context
- Design strategies that address harmful norms effectively
3. Implementation and Learning
- Support pilot implementation using adaptive learning approaches
- Document lessons learned and best practices
- Produce technical and knowledge products such as:

4. Stakeholder Engagement and Coordination

Qualifications and Experience
Education
- Master’s degree in:
- Gender Studies

- Behavior Change or related field
Professional Experience
- Minimum of 10 years in the development sector
- At least 7 years of experience in SBC program design and implementation
- Proven experience in:
- GBV prevention programming
- Social norms change initiatives
- Community-based interventions
- Participation in at least two large-scale projects within the past decade
- Experience working with international donors (e.g., World Bank) is an added advantage
