Available Positions

1) Public Sector Strengthening (PSS) Cluster Coordinator (1 Position)

Duty Station: Dar es Salaam

Job Summary

Reporting to the PSS Lead, the PSS Cluster Coordinator will be responsible for coordinating and supporting Public Sector Strengthening (PSS) activities across assigned councils and facilities. The role focuses on monitoring day-to-day operations, ensuring effective implementation of PSS interventions, and strengthening service delivery in supported regions.

The coordinator also oversees operational functions within their cluster, including managing the costed workplan to ensure alignment with donor requirements and achievement of program objectives.

The role promotes high-quality SRH services, ensures compliance with MSI clinical standards, and supports continuous improvement.

Key Responsibilities

1. Planning and coordination of SRH activities

  • Liaise with internal teams and key SRH/FP stakeholders (MOHCDGEC, local authorities, implementing partners, etc.).
  • Plan and coordinate supportive supervision with RHMT/CHMT.
  • Coordinate training activities and follow up with trained providers for compliance with MSI SRH standards.
  • Support on-the-job training (OJT) using approved government mentors.
  • Coordinate demand generation for Competency Assessments (CA) and Clinical Quality Internal Audits (CQIA).
  • Lead mentorship and supportive supervision programs.
  • Ensure timely execution of data-related activities such as spot-checks, DQAs, data summits, and data entry into PETRAS, DHIS2, and ORION.
  • Support uninterrupted FP commodity availability through quantification, forecasting, and last-mile assurance (LMA).
  • Coordinate demand generation strategies to increase client numbers.
  • Support CHW referral reporting through PETRAS and CHW dashboards.
  • Coordinate processing and payment of CHW and LGA monthly allowances.

2. Donor and project-specific support

  • Provide SRH/FP technical input during project design and implementation.
  • Support execution of costed workplans and donor reporting (quarterly, semi-annual, annual).
  • Ensure strategies align with MoH guidelines and global standards.
  • Share best practices through workshops and MSI platforms.
  • Organize quarterly PSS review meetings with regional and council counterparts.

Minimum Requirements

Qualifications

  • Bachelor’s degree in medical sciences with experience in family planning project management.
  • Valid registration certificate/licence with the appropriate regulatory body.
  • Project management and financial reporting skills are an added advantage.
  • Strong knowledge of SRHR and family planning in public/private sector and NGO contexts.

Experience

  • At least 3 years in donor-funded projects.
  • At least 3 years in field-level coordination (desirable).
  • Experience in family planning and advocacy.
  • Experience working with Tanzanian government and MoH systems.

Skills

  • Strong networking and relationship-building ability.
  • Excellent organization and decision-making.
  • Strong communication skills in English and Kiswahili.
  • IT literacy and numeracy for analysis and budgeting.

2) Assistant Clinical Quality Coordinator (2 Positions)

Duty Stations: Mwanza and Makambako

Job Summary

The Assistant Clinical Quality Coordinator (ACQC) reports to the Quality Assurance Supervisor and works closely with the Clinical Quality Manager. The role focuses on coordinating clinical quality standards within assigned Outreach teams.

The ACQC ensures clinical governance aligns with MSI standards and supports monitoring provider competency, CQIA implementation, and donor project activities. The position also promotes SRH services and provides regular reports to the Cluster Coordinator and MST Support Office in Dar es Salaam.

Key Responsibilities

1. Ensure clinical quality compliance

  • Strengthen FP and TL integration through technical support in CQIA, competency assessments, IPC, and counselling.
  • Follow up and implement CQIA/CA action plans and supportive supervision resolutions.
  • Ensure adherence to clinical governance: medical emergencies (MEM), incident reporting, pregnancy exclusion checklist use.
  • Conduct field visits to assess compliance with MSI and MoH protocols.
  • Review clinical records and provide improvement support.
  • Ensure clinical staff have access to updated manuals and guidelines.
  • Support coaching, mentorship, and supportive supervision programs.
  • Support training needs assessments and inclusion of respectful maternity care principles.
  • Assist Cluster Coordinator to identify skill gaps and coordinate refresher training.

2. Coordinate SRH activities

  • Ensure uninterrupted FP commodity availability through redistribution and MTC strengthening.
  • Coordinate timely engagement of LGAs via induction and competency assessments.
  • Participate in quarterly review meetings with supported councils and regions.

3. Monitoring and Evaluation

  • Support incident reporting follow-up and timely feedback.
  • Monitor risk mitigation scores to remain above the minimum requirement (50%).
  • Support teams during QTA preparations.

Minimum Requirements

Qualifications

  • Medical degree from a recognized institution.
  • Clinical experience in family planning (MSI Competency Level 1 in long and short-acting methods).
  • Valid registration certificate/licence.
  • Project management or donor project experience is an added advantage.

Experience

  • At least 2 years in direct client care settings.
  • Experience in counselling, adolescent health, LARC, permanent methods, stock management, reporting and data validation.
  • Computer literacy (Excel, Word, PowerPoint).

Skills & Attitude

  • Strong teamwork and networking skills.
  • Analytical, detail-oriented, persistent.

3) Senior Center Manager (1 Position)

Duty Station: Dar es Salaam

Job Summary

Reporting to the Director of Operations, the Senior Centre Manager is a senior leadership role responsible for managing and supporting the growth of MSI Tanzania’s clinic network, with the long-term goal of developing a sustainable social business.

The Senior Centre Manager ensures consistent operational performance, client satisfaction, clinical quality, and compliance across all centres. The role supervises Centre Managers and the Head of Laboratories and Clinical Support Administration, while representing MSI Tanzania externally when required.

Key Responsibilities

1. Centre performance management

  • Provide leadership and daily support to Centre Managers.
  • Review monthly performance (services, method mix, I:C ratio, client experience indicators).
  • Ensure business and demand-generation plans are developed and implemented.
  • Lead corrective action plans for underperforming centres.
  • Strengthen relationships with LGAs, partners, corporates, and referral networks.
  • Promote financial sustainability through diversification and improved resource utilization.
  • Lead business development initiatives (branding, referral programs, waiver schemes, client-centric care models).
  • Analyze market trends and propose competitive solutions.

2. Quality, compliance, and client safety

  • Ensure MSI protocols and MoH requirements are followed (IPC, safeguarding, record standards, theatre/PEP).
  • Review QTA outcomes, exit interviews, satisfaction surveys, and mystery client feedback.
  • Ensure prompt incident reporting and escalation.
  • Coordinate mentorship and quality improvement across centres.

3. Financial management and controls

  • Strengthen cash management, banking discipline, pricing visibility, and reconciliations.
  • Approve supply requests and authorize payments in line with policy.
  • Ensure monthly expense planning and financial compliance.
  • Ensure timely and accurate service and income reports.

4. Stock, logistics, and infrastructure

  • Ensure strong stock management with minimal expiries and no stock-outs.
  • Monitor commodities, equipment, and resources across centres.
  • Coordinate maintenance of equipment and basic IT workstations.
  • Track compliance payments (facility registration, rent, professional fees).

5. People leadership

  • Line manage Centre Managers: KPIs, coaching, performance dialogues, discipline management.
  • Support Centre Managers to supervise their teams effectively.
  • Identify development needs and support succession planning.
  • Model MSI behaviours, safeguarding and anti-harassment commitments.

Minimum Requirements

Qualifications

  • University degree in Health-related Sciences, Social Business Development, Social Science, or International Development Management.
  • MBA is an advantage.
  • Knowledge of health systems management, FP, social marketing, and commercial health services is an advantage.
  • Experience managing health facilities is required.
  • Fluent in English (oral and written).

Experience

  • At least 5 years in a management position, preferably in health systems/hospital management, FP, community development, or social marketing.
  • At least 5 years managing multi-tier structures and teams.
  • Proven senior leadership and people management experience (minimum 5 years).

Skills
