Programme Context
Over the past 13 years, TechnoServe’s Inclusive Investment Department has worked with leading agricultural investors and development partners to strengthen the impact of agricultural investments. The organization is currently implementing CASA Plus, an expansion of the Commercial Agriculture for Smallholders and Agribusiness (CASA) Technical Assistance Facility. The initiative is co-funded by major development finance partners including:
- Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden N.V. (FMO)
- British International Investment (BII)
- Foreign, Commonwealth & Development Office (FCDO)
CASA Plus supports technical assistance and advisory services to stakeholders across the agricultural investment ecosystem, including:
- Local financial institutions
- Agribusinesses
- Impact investors
- Donors and development partners
The initiative aims to double agricultural financing in Tanzania, particularly for agriSMEs and smallholder farmers, where access to finance remains limited. Following a successful pilot phase in Tanzania, the program is now expanding to scale up innovative financing solutions and strengthen agricultural investment systems.
Job Summary
The Inclusive Investment Senior Manager will play a key leadership role in scaling up the CASA Plus market-building initiative in Tanzania. The main objective of the role is to unlock agricultural financing at scale by developing partnerships between financial institutions, investors, agribusinesses, and technology-driven platforms. The successful candidate will help design innovative value chain finance models, off-balance-sheet financing structures, and partnerships that enable farmers and agriSMEs to access sustainable capital.
Key Responsibilities
1. Technical Assistance & Project Supervision
- Design and supervise technical assistance (TA) and advisory services for early-stage impact investors and agribusiness partners.
- Oversee implementation of agri-strategy technical assistance programs for Tier-1 banks to strengthen their agriSME lending portfolios.
- Manage a rotating team of technical experts, project fellows, and consultants to ensure high-quality project execution.
2. Innovative Finance & Partnership Development
- Lead the design and implementation of innovative financing models that connect farmers, agribusinesses, and financial institutions.
- Develop partnerships with technology-enabled farmer aggregators and SME lenders.
- Collaborate with major agribusinesses to unlock off-balance-sheet financing solutions.
3. Investment Origination
- Identify promising investment opportunities within the Tanzanian agricultural sector.
- Support development finance institutions (DFIs) by providing market insights and pipeline opportunities.
4. Influencing, Convening & Knowledge Sharing
- Engage with investors, donors, and ecosystem partners to promote scalable agri-finance solutions.
- Represent the program at national and regional East Africa agricultural investment events.
- Contribute to knowledge products and learning materials that promote inclusive agricultural finance.
Supervisory Responsibilities
The Senior Manager will supervise:
- TechnoServe Fellows
- Junior project team members
- Third-party consultants
- Delivery partners involved in program implementation
The role may grow into greater leadership responsibilities as the program expands.
Minimum Qualifications
Education & Experience
- Bachelor’s Degree with at least 10 years of relevant experience, including mid-level management experience
OR - Master’s Degree with 7 years of experience in areas such as:
- Management consulting
- Impact investment
- Agribusiness
- Agricultural development programs
Technical Skills
- Strong data analysis and insight generation skills
- Commercial analysis and Excel-based financial modelling
- Advanced computer skills in MS Word, Excel, and PowerPoint
Preferred Qualifications
Candidates with the following experience will have an advantage:
- Strategy consulting experience with a top-tier firm
- Experience in the agri-finance sector in Tanzania or East Africa
- Field implementation experience in developing economies
Languages
- Fluent English (written and spoken)
- Swahili is an added advantage
Travel Requirement
The position requires up to 25% travel within Tanzania and the East African region.
