About Bagamoyo Arts and Cultural Institute (TaSUBa)
The Bagamoyo Arts and Cultural Institute (TaSUBa) was established under the Executive Agencies Act No. 30 of 1997 and Government Notice No. 220 of November 2007.
The Institute replaced the former Bagamoyo College of Arts, which was established in 1981. Its establishment was intended to respond to the changing role of performing arts in Tanzania.
TaSUBa aims to encourage the development of Tanzanian arts and culture, promote their use as a record of contemporary life and manners, and promote education relating to film, television and moving images and their impact on society.
The Institute offers Certificate and Diploma programmes in various areas of specialisation. It operates under the Ministry of Information, Culture, Arts and Sports, is registered by NACTVET, and is recognised as a Centre of Excellence by the East African Community (EAC).
Job Purpose
The Principal/Chief Executive Officer will serve as the Accounting Officer and Spokesperson of TaSUBa.
The CEO will be responsible for managing and overseeing the Institute’s academic and administrative activities and will also serve as the Secretary to the Governing Board.

Duties and Responsibilities
The successful candidate will be responsible for the following:
Strategic and Institutional Management
- Prepare and implement strategic and business plans together with associated budgets.
- Ensure the effective delivery of Institute services to customers and maintain the expected standards.
- Organise and manage all resources allocated to the Institute efficiently and economically.
- Ensure that institutional resources are managed according to government policies, financial regulations, fairness and equality.
- Set appropriate user fees for services to recover operational costs while allowing a reasonable development margin.
- Ensure the Institute is managed efficiently in accordance with national policies and legal requirements.
Financial Management and Accountability
- Prepare the Annual Report and Audited Financial Statements in accordance with the Public Finance Act and applicable regulations.
- Submit required reports and financial statements to the parent ministry.
- Mobilise and negotiate for resources required by the Institute.
- Ensure proper and efficient utilisation of institutional resources.
Academic Leadership
- Ensure that the Institute’s management and organisation are regularly reviewed to meet its training needs.
- Facilitate learning through teaching of academic programmes offered by the Institute.
- Develop and coordinate implementation of an academic vision for the institution.
- Work with relevant education-sector stakeholders to improve the delivery of academic and training services.
Governance and Board Responsibilities
- Implement decisions of the Governing Board.
- Serve as Secretary to the Governing Board.
- Administer enforcement of by-laws and regulations made by the Governing Board.
- Exercise powers conferred by the applicable Act and other relevant written laws.
Government and Stakeholder Relations
- Promote good relations between TaSUBa, the Government and other organisations.

Qualifications
Applicants must have an appropriate academic standing with credentials equivalent to at least the rank of Senior Lecturer, or be eligible for re-categorisation as Senior Lecturer for Higher Learning, Technical and Vocational Institutions.
Alternatively, candidates should be at the level of Principal Tutor, Principal Instructor or above.
