The Tanzania National Roads Agency (TANROADS) is inviting applications from qualified and competent Tanzanian citizens for 7 job vacancies under a major road construction project in Dodoma Region.

The vacancies are available under the project for Upgrading of Kongwa Jct – Ngambi – Mpwapwa (32.0Km) and Mpwapwa – Gulwe – Kibakwe (46.9Km) Roads to Bitumen Standard, LOT I: Kongwa Jct – Ngambi – Mpwapwa (32.0Km), Contract No. TRD/HQ/1033/2023/24. The recruitment includes opportunities for engineers, surveyors and materials professionals. All positions are based on a specified contract and successful applicants must be prepared to work for considerable periods in Dodoma Region.

1. Principal Engineer II (Resident Engineer) – 1 Post

Qualifications

Applicants must hold a Bachelor’s Degree in Civil Engineering, Highway Engineering, Transportation Engineering or an equivalent qualification from a recognized institution. Applicants must have:

  • At least 10 years of relevant working experience.
  • Experience on at least two projects of the same nature as Resident Engineer.
  • Registration with the Engineers Registration Board (ERB) as a Professional Engineer.
  • A Master’s Degree will be an added advantage.

Duties and Responsibilities

The Principal Engineer II will:

  • Lead site staff and oversee technical and administrative activities on site.
  • Supervise contractors at the site and force account operations.
  • Prepare work plans for the project.
  • Manage quality control and project contracts.
  • Prepare progress reports.
  • Process contractor invoices and facilitate payments.
  • Attend regular site meetings and prepare minutes.
  • Monitor implementation of social and environmental impact mitigation measures in consultation with the TANROADS Environmental Specialist.
  • Maintain updated records, including reports, works diaries, correspondence, contractor instructions, test records, measurements, quantity calculations and payment records.
  • Perform other related duties assigned by the Project Manager.

2. Senior Engineer (Highway Engineer) – 1 Post

Qualifications

Applicants must be Tanzanian citizens holding a Bachelor’s Degree in Civil Engineering, Highway Engineering, Transportation Engineering, Structural Engineering or an equivalent qualification from a recognized institution. Applicants must have:

  • At least 7 years of relevant working experience.
  • Experience on three projects of the same nature as a Highway Engineer.
  • Registration with the ERB as a Professional Engineer.

Duties and Responsibilities

The successful candidate will be responsible for supervision of highway construction works and will:

  • Supervise road surveys and construction of pavement structures.
  • Measure quantities and manage site operations.
  • Ensure construction follows approved specifications and standards.
  • Supervise construction works in accordance with sound technical, administrative, financial and economic practices.
  • Conduct design reviews and assist in approving shop drawings.
  • Assist the Resident Project Manager with weekly and monthly project updates and reports.
  • Update and maintain the project master schedule.
  • Coordinate the supervision team and mentor junior engineers and technicians.
  • Assist the Resident Project Manager to record, examine and evaluate claims submitted by contractors.

3. Senior Engineer (Materials) – 1 Post

Qualifications

Applicants must be Tanzanian citizens holding a Bachelor’s Degree in Civil Engineering, Highway Engineering, Transportation Engineering, Structural Engineering or an equivalent qualification from a recognized institution. Applicants must have:

  • At least 7 years of relevant working experience.
  • Experience on three projects of the same nature as a Materials Engineer.
  • Registration with the ERB as a Professional Engineer.

Duties and Responsibilities

The Senior Engineer (Materials) will be responsible for materials testing and quality control activities, including:

  • Supervising the laboratory and experiments and ensuring specifications are strictly followed.
  • Ensuring implementation of quality assurance and quality control procedures.
  • Inspecting, testing and approving materials and completed works.
  • Ensuring proper and timely calibration of testing equipment.
  • Overseeing the organization, storage and labelling of approved material samples.
  • Preparing daily reports on work, approved samples and supplied materials.
  • Checking inventories and maintaining records of materials-related activities.
  • Advising the Resident Engineer on the application of materials and quality control.
  • Reviewing contractor test results and pavement and materials reports and advising on the way forward.

4. Senior Engineer (Structures/Bridge Engineer) – 1 Post

Qualifications

Applicants must be Tanzanian citizens holding a Bachelor’s Degree in Civil Engineering, Highway Engineering, Transportation Engineering, Structural Engineering or an equivalent qualification from a recognized institution. Applicants must have:

  • At least 7 years of relevant working experience.
  • Experience on two projects of the same nature as a Structures/Bridge Engineer.
  • Registration with the ERB as a Professional Engineer.

Duties and Responsibilities

The successful candidate will:

  • Review structural drawings and reports for conformity with applicable standards and specifications.
  • Review, inspect and approve construction materials and completed works.
  • Maintain records including reports, works diaries, correspondence, contractor instructions and test records.
  • Approve measured quantities of satisfactorily completed drainage works.
  • Prepare daily mini progress reports with updated costs of drainage works.
  • Perform other related duties assigned by the supervisor.

5. Senior Topographical/Land Surveyor – 1 Post

Qualifications

Applicants must be Tanzanian citizens holding a Bachelor’s Degree in Land Surveying or an equivalent qualification from a recognized institution. Applicants must have:

  • At least 7 years of relevant working experience.
  • Registration as a Land Surveyor.
  • Experience serving as a Topographical Surveyor on at least two projects of similar magnitude and complexity within the last six years.

Duties and Responsibilities

The Senior Topographical/Land Surveyor will:

  • Conduct and supervise the survey team.
  • Plan fieldwork and establish or confirm control points.
  • Conduct topographical surveys before and after construction.
  • Establish survey control plans for GPS and LPS equipment automation.
  • Carry out the primary layout of project elements, including drainage systems, structures, pavements and earthworks.
  • Lead survey teams and maintain daily written records of survey activities.
  • Provide calculations and records supporting survey activities.
  • Inspect construction works to ensure compliance with specifications.
  • Review construction designs to ensure proper quantities, dimensions and completeness.
  • Search legal records and previous survey references, including geodetic reference points and national benchmarks.
  • Verify survey data and prepare plans, maps and reports.
  • Read and interpret project specifications.

6. Engineer II (Works Inspector – Drainage/Structure) – 1 Post

Qualifications

Applicants must hold a Bachelor’s Degree in Civil Engineering, Highway Engineering, Structural Engineering or an equivalent qualification from a recognized institution. Applicants must also be registered with the ERB as a Graduate Engineer.

Duties and Responsibilities

The Engineer II (Works Inspector – Drainage/Structure) will:

  • Assist in reviewing structural drawings and reports for conformity with applicable standards and specifications.
  • Assist in reviewing, inspecting and approving materials and completed works to ensure compliance with technical specifications.
  • Assist in preparing daily mini progress reports with updated costs of drainage works.
  • Maintain a daily site diary in the format agreed by the employer.
  • Perform other related duties assigned by the supervisor.

7. Material Technician – 1 Post

Qualifications

Applicants must have:

  • A full Technician Certificate or Diploma in Civil Engineering or an equivalent qualification from a recognized learning institution or college.
  • National Form IV or Form VI certificates.
  • At least three years of cumulative experience related to materials.
  • At least three years’ experience as a Pavement/Material Technician or in an equivalent capacity on road construction projects of similar magnitude and complexity.
  • Computer literacy.
  • Proficiency in written and spoken English.

Applicants must also be self-motivated and able to work under pressure, including outside normal working hours, with minimum supervision. Successful applicants must be prepared to work for considerable periods in Dodoma Region.

Terms of Service

All seven positions are offered on a specified contract for one year or more, upon completion of the project. The salary will be paid according to the TANROADS salary scale as provided under TANROADS policy, Successful applicants must be ready to work for considerable lengths of time in Dodoma Region, where the project is located.
