Exim Bank (Tanzania) Limited is seeking an experienced and qualified professional to join its team as Senior Compliance Manager. The role provides an opportunity for an experienced compliance, risk management or financial crime professional to contribute to the Bank’s regulatory compliance framework and strengthen its approach to compliance risk management.

The successful candidate will work closely with business and functional teams to identify, assess and manage compliance risks while ensuring that the Bank’s practices remain consistent with applicable regulatory requirements and strategic objectives.

About the Role

The Senior Compliance Manager will oversee compliance and financial crime risk management across the Bank. The position will focus on developing a proactive compliance culture, providing advisory support to business units, strengthening compliance policies and ensuring that regulatory and financial crime risks are identified and appropriately managed.

Moreover, the role involves working with senior management, business leaders and other stakeholders to ensure that compliance risks are considered when introducing new products, systems, projects, processes and business initiatives.

Key Responsibilities

  • Lead implementation of the Bank’s Compliance Risk Policy.
  • Ensure effective and consistent identification and assessment of compliance risks across the Bank.
  • Provide compliance advice and risk mitigation strategies for new products, systems, business ventures, outsourcing arrangements and process changes.
  • Lead compliance risk assessment sessions for key Bank products and projects.
  • Identify potential compliance risks at an early stage and recommend appropriate mitigation measures.
  • Develop and review compliance risk policies and procedures.
  • Ensure compliance policies and strategies are aligned with applicable regulations and the Bank’s strategic objectives.
  • Manage the identification and assessment of compliance risks across business and functional areas.
  • Work with Business, Functions and Project Units to develop action plans for managing identified compliance risks.
  • Develop and deliver organizational compliance training and awareness programmes.
  • Establish collaborative relationships with subsidiaries, business heads and functional heads.
  • Support the development, assessment and monitoring of compliance risk mitigation plans.
  • Recommend an appropriate compliance risk appetite to Management and the Board.
  • Develop and maintain compliance risk policies, practices and tools for analyzing and reporting compliance risks.
  • Provide inputs to Management Committees responsible for Enterprise Risk Management.
  • Ensure compliance risk management remains aligned with the Bank’s strategic objectives.
  • Embed and maintain an effective compliance governance framework across the Bank.
  • Support the presentation and reporting of the Bank’s aggregate compliance risk profile.
  • Support the Head of Risk & Compliance in ensuring timely closure of issues arising from review findings.
  • Implement and maintain a Financial Crime Risk Policy across the Bank.
  • Develop and monitor Financial Crime Key Risk Indicators (KRIs).
  • Coordinate Risk and Control Self-Assessments (RCSAs) and monthly governance assessments.
  • Recommend an appropriate Financial Crime risk appetite to Management and the Board.
  • Promote a proactive Financial Crime risk management culture.
  • Monitor adherence to Financial Crime risk policies.
  • Conduct periodic assessments of the effectiveness of Financial Crime risk management across the Bank.
  • Perform any other duties assigned by the line manager.

Qualifications and Requirements

Applicants should have:

  • A Bachelor’s Degree in Accounting, Law, Finance, Business Administration, Economics or a related field.
  • At least five years of relevant experience in compliance, risk management, financial crime or a related field.
  • A Master’s Degree will be an added advantage.
  • Professional qualifications such as CAMS, CRMA or CISA will be an added advantage.
  • Strong interpersonal skills.
  • Excellent communication skills.
  • Effective stakeholder engagement skills.
  • Strong understanding of controls and risk assessments.
  • Good business knowledge.
  • Strong analytical and problem-solving skills.
