The Public Procurement Appeals Authority (PPAA) is inviting applications from dynamic, proactive, and suitably qualified Tanzanian citizens for a Volunteer Legal Officer position. The successful candidate will support the Authority in legal analysis, research, case preparation, hearings, drafting decisions, and other legal and procurement-related activities.
Position: Legal Officer – 1 Post
Qualifications
Applicants must meet the following requirements:
- Bachelor’s Degree in Law (LLB) from a recognized institution.
- Postgraduate Diploma in Legal Practice from the Law School of Tanzania.
- Must be registered as an Advocate of the High Court.
- Must be a Tanzanian citizen.
- Must not be older than 35 years.
Duties and Responsibilities
The Legal Officer will be responsible for:
- Conducting legal analysis on complaints and appeals registered by the Appeals Authority.
- Conducting legal research on matters relating to complaints and appeals.
- Preparing summaries of facts for registered complaints and appeals.
- Presenting summaries of facts and case analyses to Members of the Appeals Authority.
- Taking proceedings during hearings.
- Preparing draft decisions on determined appeals.
- Sending hearing notifications and summonses to parties and witnesses.
- Compiling documents required for submission to the Court in respect of appeals submitted for judicial review.
- Taking charge of documents and correspondence relating to assigned cases.
- Representing the Appeals Authority in legal proceedings as required.
- Conducting legal research and advising the immediate supervisor.
- Drafting prescribed legal documents and forms.
- Participating in reviewing the Procurement Act and Regulations and proposing amendments.
- Performing any other related duties as assigned by the immediate supervisor.
General Conditions
Applicants must satisfy the following conditions:
- Must be a citizen of Tanzania and not older than 35 years.
- Must be the legitimate owner of all academic and professional certificates submitted.
- Applicants who completed secondary education outside Tanzania must obtain a Results Equivalency Number beginning with “EQ…” from the National Examinations Council of Tanzania (NECTA).
- Degrees and other academic qualifications obtained outside Tanzania must be recognized or evaluated by the relevant Tanzanian authority, such as TCU or NACTVET, as applicable.
- Must have two guarantors who are public servants.
- Must provide a confirmation letter from the Local Government Authority.
- Must never have been convicted by a court for criminal or disciplinary offences.
- Must have good conduct and acceptable behaviour in the community.
- Must be willing to volunteer in the respective area.
Employment Terms and Remuneration
The successful candidate will be engaged on a one-year contract.
Remuneration will be provided in accordance with the Government Volunteers Guideline.
