Key Responsibilities
Government and Stakeholder Engagement
The Country Strategy Advisor will:
- Develop, implement, and monitor a stakeholder engagement strategy.

Country Strategy and Cooperation Programmes
The successful applicant will support the development and implementation of Enabel Tanzania’s country strategy and help ensure alignment with national development priorities.
The advisor will also:
- Monitor national and regional policies and development trends.
- Assess sector dynamics relevant to Enabel’s activities.
- Contribute to strategic direction and programme adaptation.

Institutional Communication

Qualifications and Experience
Applicants must meet the following requirements:
- Must be a Tanzanian national.
- Must hold a Master’s degree in Development Studies, International Relations, Public Policy, Political Science, Economics, Governance and Leadership, Public Administration, International Development, or a related field.
- At least seven years of relevant professional experience in international cooperation, public administration, governance, policy analysis, or stakeholder engagement.
- Excellent knowledge of Tanzania’s institutional landscape and public policy environment.
- Experience in political analysis, public policy analysis, and stakeholder engagement.
- Strong understanding of international cooperation principles, including relevant international frameworks such as OECD DAC and the Sustainable Development Goals.
- Experience designing, implementing, or managing international cooperation programmes.
- Ability to represent an organization in public and institutional forums and contribute to policy or political dialogue.
- Proven experience in institutional communication, including developing locally appropriate communication strategies, producing institutional content, and managing relationships with media and stakeholders.
Language Requirements
Applicants should have:
- Fluency in written and spoken English and Swahili.

What Enabel Offers
The position comes with a 36-month fixed-term contract and a competitive salary package under Enabel’s Category 6 salary scale. The current starting salary is approximately TZS 9.6 million gross per month, with the final amount determined according to relevant professional experience.
