ATA Liaison Limited is seeking an experienced Human Resource Manager to lead and coordinate its human resources operations. About the Role
The Human Resource Manager will oversee the full range of HR functions, from talent acquisition and onboarding to employee relations, performance management, training, payroll coordination, and statutory compliance.
The successful candidate will work closely with management and other departments to develop effective HR strategies, maintain a productive workforce, and ensure that the organization complies with applicable Tanzanian labour laws and statutory requirements.
Key Responsibilities
The Human Resource Manager will be responsible for:
- Aligning HR policies, procedures, and initiatives with company goals to improve organizational performance and employee engagement.
- Managing the full recruitment cycle, including job advertising, candidate screening, interviews, selection, hiring, onboarding, and orientation.
- Ensuring compliance with Tanzanian labour laws, statutory requirements, and internal HR policies.
- Managing compliance requirements relating to NSSF, WCF, NHIF, and other applicable statutory obligations.
- Liaising with legal advisers and labour authorities when necessary.
- Developing and overseeing employee performance appraisal systems.
- Establishing and monitoring KPI frameworks to improve employee productivity.
- Developing employee development and career growth plans.
- Acting as a primary mediator in workplace conflicts.
- Managing disciplinary procedures and promoting fair workplace practices.
- Collaborating with the Finance Department to ensure accurate payroll processing.
- Coordinating statutory deductions and employee benefits administration.
- Managing employee leave and related HR records.
- Identifying workforce skills gaps and developing appropriate training programmes.
- Supporting employee competency development and career progression.
- Maintaining accurate and confidential employee records and HR databases.
- Preparing strategic workforce reports for executive management.
- Supporting the development of a positive and productive organizational culture.
Qualifications and Requirements
Applicants should meet the following requirements:
- Bachelor’s degree in Human Resource Management or a closely related field.
- Minimum of 5 years of progressive HR experience.
- At least 2–3 years of experience in a managerial or senior supervisory HR role.
- Strong proficiency in HR management software and HRIS.
- Experience with payroll systems.
- Advanced knowledge of Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
- Solid understanding of Tanzanian Labour Laws, including the Employment and Labour Relations Act (ELRA).
- Good knowledge of statutory employment regulations in Tanzania.
- Excellent leadership and interpersonal skills.
- Strong conflict-resolution and negotiation abilities.
- Excellent written and verbal communication skills.
- Strong ethical standards and respect for confidentiality.

- Master’s degree in Human Resource Management or a related field.
- Professional HR certification.
