1. ICT Officer II (Software Development – Frontend) – 3 Posts
Duties and Responsibilities
The successful candidate will be responsible for:
- Participating in the analysis, design, development, testing, deployment, and maintenance of secure, responsive, and user-friendly web and mobile applications.
- Developing web application interfaces using Angular, TypeScript, HTML5, Tailwind CSS, and modern CSS layout techniques, including reusable UI components and approved accessibility standards.
- Developing and maintaining cross-platform mobile applications using Flutter and Dart, including packaging and publication through the Google Play Console and Apple App Store.
- Integrating frontend and mobile applications with REST APIs, GraphQL services, and other enterprise system interfaces, while implementing appropriate application state management patterns.
- Participating in application testing, debugging, performance optimization, defect resolution, source-code management, code review, and collaborative software delivery using Git-based repositories.
- Preparing and maintaining relevant technical documentation.
- Performing any other official duties as assigned by the supervisor.
Qualifications and Experience
Applicants must hold a Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, Information Systems, Computer Engineering, or an equivalent qualification from a recognized higher learning institution.
The candidate should also possess practical project experience or a demonstrable software development portfolio and have:
- Hands-on experience in Angular v14+ or strong experience in Vue.js, React, or Svelte, with readiness to adapt to Angular.
- Strong proficiency in TypeScript, object-oriented and reactive programming, and modern UI technologies including Tailwind CSS, HTML5, Flexbox, CSS Grid, and Angular Material.
- Practical experience developing cross-platform mobile applications using Flutter and Dart.
- Experience with state management approaches such as NgRx.
- Basic knowledge of publishing applications through the Google Play Console and Apple App Store.
- Experience integrating applications with REST APIs and GraphQL, including queries, mutations, and client libraries such as Apollo Client or GraphQL Flutter.
- Proficiency in Git, GitHub, or GitLab for version control and collaborative software development.
- Knowledge of UI/UX design using Figma or related UI/UX design tools will be an added advantage.

2. ICT Officer II (Software Development – Backend) – 4 Posts
Duties and Responsibilities
The successful candidate will be responsible for:
- Participating in the analysis, design, development, testing, deployment, and maintenance of secure and scalable backend applications, web services, and microservices.
- Developing backend services using Java and Spring Boot, including RESTful APIs, GraphQL schemas, queries, and mutations.
- Integrating internal and external systems using Spring Cloud OpenFeign, APIs, RabbitMQ, and other asynchronous or event-driven communication mechanisms.
- Designing, developing, and optimizing PostgreSQL databases using SQL, indexing, Spring Data JPA, and Hibernate.
- Implementing backend security, caching, testing, API documentation, and performance optimization using technologies such as Spring Security, OAuth2, JWT, Redis, JUnit, Testcontainers, Swagger/OpenAPI, and Postman.
- Using Git-based repositories, CI/CD pipelines, and containerized deployment environments.

Qualifications and Experience

- Strong proficiency in Java 21 or above.
- Strong knowledge of modern object-oriented programming and backend development using Spring Boot, Spring Data JPA, and Hibernate.
- Practical experience with REST APIs, GraphQL, Spring Cloud OpenFeign, PostgreSQL, RabbitMQ, asynchronous processing, event-driven architecture, and Git.
- Basic experience with CI/CD pipelines.

3. ICT Officer II (Artificial Intelligence Applications) – 2 Posts
Duties and Responsibilities
The successful candidate will be responsible for:
- Participating in the analysis, design, development, testing, deployment, and maintenance of Artificial Intelligence applications, including their integration with web and mobile interfaces.
- Developing backend scripts, AI execution pipelines, RESTful APIs, asynchronous services, and data-processing workflows using Python, TypeScript, or JavaScript.
- Configuring, deploying, integrating, and maintaining locally hosted Large Language Models using platforms such as Ollama, LM Studio, vLLM, or LocalAI.
- Working with cloud-based LLM APIs such as OpenAI, Gemini, Anthropic, or equivalent platforms.
- Designing effective prompts and implementing structured AI outputs using JSON schemas, function calling, tool use, and related techniques.
- Developing agentic AI workflows and Retrieval-Augmented Generation solutions using multi-step execution, text embeddings, vector similarity search, and vector databases.
- Using Git-based repositories and deployment pipelines for source-code management, collaboration, and software delivery.
- Preparing and maintaining technical documentation.
- Performing any other official duties as assigned by the supervisor.
Qualifications and Experience
Applicants must hold a Bachelor’s Degree in Computer Science, Software Engineering, Artificial Intelligence, Data Science, or another related technical field from a recognized higher learning institution.
The candidate should possess practical project experience or a demonstrable technical portfolio and have:
- Strong proficiency in Python, TypeScript, or JavaScript for backend scripting, AI execution pipelines, RESTful API integration, JSON data handling, and asynchronous programming.
- Proficiency in Git, GitHub, or GitLab for version control, collaboration, and deployment pipelines.
- Practical experience deploying or configuring locally hosted Large Language Models using Ollama, LM Studio, vLLM, LocalAI, or equivalent platforms.
- Experience with cloud-based LLM APIs such as OpenAI, Gemini, or Anthropic, with readiness to work in self-hosted environments.
- Experience with prompt engineering, structured outputs, JSON schemas, function calling, and tool use.

- Participating in systems analysis, business process analysis, and requirements gathering for information systems.

- Participating in system testing, implementation, maintenance, and continuous improvement of information systems.
- Providing technical support to users and participating in user training and awareness programmes.
