Position Details
- Position Title: Chief Development Manager
- Reports To: Chief Executive Officer (CEO)
- Duty Station: Arusha, Tanzania
The Chief Development Manager will be responsible for driving institutional growth, strategic initiatives, and long-term development of TAHA. The role combines strategic leadership, partnerships, business expansion, organizational development, and program growth while strengthening TAHA’s internal capabilities and performance.
Key Responsibilities
1. Strategic Leadership of TAHA Development
The successful candidate will:
- Provide overall leadership and strategic direction for TAHA’s development portfolio.
- Translate TAHA’s corporate strategy into development priorities, policies, and measurable results.
- Ensure strong alignment between development, trade, investment, and value-chain objectives.
- Lead institutional growth, innovation, and transformation within the development pillar.
2. Management and Accountability
The Chief Development Manager will also:
- Lead and supervise TAHA development technical departments, including:
- Business Enabling Environment
- Value Chain Development
- Programs
- Operations
- Trade and Investment
- MEAL (Monitoring, Evaluation, Accountability and Learning), among others
- Ensure strong performance management, accountability, and delivery of results across the development function.
- Establish systems that promote efficiency, compliance, sustainability, and effectiveness.
- Promote a high-performance culture aligned with TAHA’s values and strategic direction.
- Provide strategic recommendations to the CEO on development matters.
- Support institutional decision-making when required.
- Ensure timely implementation of Board and CEO decisions.
3. Financial and Resource Stewardship (Strategic)
The role includes:
- Ensuring financial sustainability and value for money across development initiatives.
- Ensuring compliance with regulatory and donor requirements.
- Overseeing strategic resource utilization to maximize impact and institutional efficiency.
4. Partnerships, Donor Relations and External Engagement
The candidate will:
- Engage development partners, government institutions, and private sector actors at a strategic level.
- Represent TAHA in high-level engagements related to development, trade, and horticultural value-chain growth.
- Support resource mobilization efforts in collaboration with the Head of Strategy.
5. Organizational Performance and Compliance
The Chief Development Manager will be expected to:
- Ensure development operations comply with donor, regulatory, and organizational requirements.
- Promote evidence-based decision-making and institutional learning.
- Use performance data and lessons learned to guide strategic improvements.
- Identify and manage strategic risks affecting TAHA’s mandate.
- Strengthen governance, accountability, and internal control systems.
Qualifications and Skills
Education Requirement
Applicants must have:
- A Master’s Degree in one of the following or related fields:
- Business Administration
- Economics
- Finance
- Agriculture
- International Development
- Any related discipline
Experience Requirements
Candidates should demonstrate:
- A minimum of 10 years of progressive senior leadership experience, preferably in:
- Trade and agribusiness development
- Private sector–led development
- Commercial enterprises
- Associations
- Hybrid (non-profit/commercial) organizations
- Proven experience in strategic leadership and institutional management.
- Strong experience in corporate governance and board engagement.
- Demonstrated success in resource mobilization and high-level partnership development.
