About the Project

DCT Mvumi Hospital, in collaboration with CBM International, will implement a project titled: “Provision of Comprehensive and Inclusive Eye Health Services in the Central Zone of Tanzania”, Project Period: 02 February 2026 – 31 December 2028, Goal: To increase access to comprehensive and inclusive eye health services in Central Tanzania. To support smooth project implementation, the hospital seeks a competent accountant for the following position:

Overall Purpose of the Job

To develop, manage, and administer project financial plans ensuring proper recording, documentation, controls, monitoring, and reporting in compliance with CBM International standards.

Key Responsibilities

1. Budgeting & Planning

  • Prepare quarterly and annual project budgets.
  • Monitor expenditure against approved budgets.
  • Conduct budget performance reviews.
  • Prepare and submit donor fund requests.

2. Cash Flow & Financial Controls

  • Ensure compliance with internal controls and donor regulations.
  • Process approved payments (cash and bank).
  • Conduct financial risk assessments and mitigation.
  • Maintain project accounting systems in line with CBM standards.

3. Financial Reporting

  • Prepare monthly, quarterly, semi-annual, and annual financial reports.
  • Present reports to hospital management and CBM.
  • Ensure timely donor reporting and annual audits.
  • Interpret financial and tax regulations affecting the project.

4. Payroll & Accounting

  • Prepare project payroll and statutory deductions.
  • Maintain project books of accounts and reconciliations.
  • Reconcile ledgers, cash, banks, and payroll records.

5. Procurement & Logistics

  • Support preparation of annual procurement plans.
  • Ensure asset purchases follow donor and hospital guidelines.

6. Monitoring & Documentation

  • Identify cost-reduction opportunities.
  • Coordinate project audits and follow-up actions.
  • Maintain proper financial documentation and filing systems.
  • Manage asset register and inventory.
  • Oversee imprest issuance and retirement.

7. Integrity & Compliance

  • Uphold high ethical standards.
  • Follow DCT financial manual and donor requirements.
  • Perform additional duties assigned by project leadership.

Qualifications & Experience

Applicants must have:

  • A Bachelor’s Degree in Accounting, Finance, or Business Administration.
  • At least 3 years’ experience in a related field.
  • Experience managing donor-funded projects (NGO experience is an advantage).
  • Proficiency in MS Office (Excel, Word, PowerPoint).
  • Experience with accounting software (e.g., QuickBooks).
  • Knowledge of international donor financial practices.
  • Excellent written and spoken English.
  • Strong multitasking, teamwork, and attention to detail skills.
