Job Summary – Purpose
The Program Accountant will be responsible for financial management of assigned projects by coordinating grants, ensuring compliance with internal policies and donor requirements, and maintaining strong financial systems.
The role also involves reviewing grant proposals and applications, ensuring compliance with donor terms and conditions, timely disbursement of funds, quality donor financial reporting, and effective project close-outs, The position requires strict adherence to professional standards and HIHEA TZ policies, procedures, and systems.
Duties and Responsibilities
The Program Accountant will be expected to perform the following key duties:
- Managing accounting processes, transactions, and financial management for assigned projects, ensuring accuracy and timely reconciliation.
- Verifying invoices and ensuring they match purchase orders and receipts before processing.
- Maintaining an updated project Expense Posting Schedule to ensure liquidity before expenses are incurred.
- Preparing monthly donor and management financial reports, including variance analysis (actuals vs budgets) with recommendations.
- Providing professional financial assessment and advice for improved project performance.
- Conducting trial balance analysis to ensure correct coding and transaction management.
- Reviewing quotations and expense requests from branches to ensure compliance with project contractual terms.
- Conducting monthly budget analysis and short-term forecasts to align with implementation progress.
- Receiving, verifying, and approving payment claims and supporting documentation.
- Preparing and submitting financial reports to management and donors according to agreed schedules.
- Verifying and approving bank reconciliations, stationery schedules, and fixed asset schedules from branches.
- Supporting operations teams with financial management guidance and improvement strategies.
- Supporting internal and external audits related to assigned projects and ensuring timely response to audit requests.
- Building strong working relationships with operations teams, finance teams, and stakeholders.
- Ensuring safe custody of accounting system passwords.
- Managing fixed asset posting, verifying stationeries, reviewing asset schedules, disposal, and depreciation reports.
- Facilitating staff training and capacity building on donor funding management.
- Ensuring safe record keeping and proper filing of accounting documents for future reference.
- Strengthening internal controls to safeguard organizational assets and resources from financial loss.
- Supervising staff, supporting recruitment, coaching, mentoring, performance management, and disciplinary processes.
- Facilitating and documenting budget revisions and reallocations.
- Performing any other duties assigned by the supervisor.
Knowledge, Skills and Abilities
a) Academic Qualification
Applicants must hold a University Degree in one of the following or related fields:
- Commerce
- Accounting
- Finance
- Business Administration
- Strategic Management
- Any related discipline
b) Professional Qualifications
- CPA (T) or equivalent professional qualification
- Active membership with the Institute of Certified Public Accountants of Tanzania
- Knowledge of general risk management and business management
c) Key Competencies and Skills
- Proven experience in financial management, grants management, and auditing
- Strong working knowledge of computerized accounting systems and computer applications
- High integrity in handling assets, cash, and financial transactions
- Strong interpersonal skills and ability to work with diverse communities
- Excellent analytical ability and attention to detail
- Basic auditing skills
- Strong communication skills in both English and Kiswahili (written and oral)
- Good report writing and organizational skills
d) Work Experience
- At least 3 years of experience in a similar role
