UMATI is inviting qualified consultants to apply for a consultancy assignment focused on generating evidence on gender-based violence (GBV) in Tanzania. The findings from this important assignment will support advocacy efforts aimed at strengthening survivor protection frameworks, improving GBV response systems, and informing policy interventions.

The consultancy will be based at UMATI Headquarters in Dar es Salaam and will focus on evidence from six Justice for Survivors (J4S) project regions: Dar es Salaam, Arusha, Shinyanga, Simiyu, Geita, and Mwanza.

About the Consultancy

The successful consultant will conduct a rapid evidence-generation assignment examining the current situation of gender-based violence and survivor-centred prevention, protection, and response mechanisms.

The assignment will include reviewing existing data, reports, national surveys, government publications, legal and policy documents, project materials, and other relevant sources. The evidence generated will help inform advocacy for a comprehensive GBV Act and stronger protection policies for survivors.

Scope of Work

The consultant will assess the prevalence, patterns, drivers, and impacts of gender-based violence in the project regions. The assignment will also examine barriers to reporting GBV, access to justice, and the availability and effectiveness of legal, medical, psychosocial, protection, and referral services.

Key areas of the consultancy include:

  • Reviewing national and regional GBV data.
  • Assessing survivor-centred prevention and response mechanisms.
  • Identifying gaps in survivor protection and access to justice.
  • Examining existing GBV laws, policies, and institutional responses.
  • Analyzing community attitudes, social norms, and practices related to GBV.
  • Producing evidence-based findings and actionable recommendations.

The research will cover Dar es Salaam, Arusha, Shinyanga, Simiyu, Geita, and Mwanza.

Key Responsibilities

The selected consultant will be expected to develop an inception report, design appropriate research tools, map available GBV data sources and referral pathways, and conduct a comprehensive review of relevant literature and available evidence.

The consultant will also analyze quantitative and qualitative data and prepare a comprehensive study report, policy brief, PowerPoint presentation, datasets, and other supporting documentation. A validation workshop involving relevant stakeholders will also form part of the assignment.

Required Qualifications and Experience

Applicants should meet the following requirements:

  • Hold a Master’s degree or postgraduate qualification in Legal Practice, Gender, Public Health, Law, Sociology, or a related field.
  • Have at least five years of experience leading GBV research in Tanzania.
  • Demonstrate experience in survivor-centred and ethical research.
  • Possess strong mixed-methods research and data analysis skills.
  • Have knowledge of Tanzania’s GBV laws, the Maputo Protocol, and justice sector actors.
  • Be fluent in both English and Kiswahili.
  • Knowledge of local languages spoken in the project regions will be an added advantage.

Expected Deliverables

The consultant will be required to submit:

  • Final study report.
  • Policy brief.
  • PowerPoint presentation.
  • Clean quantitative and qualitative datasets.
  • Data collection tools and codebooks.
  • Final database and supporting documentation.

The consultancy is expected to run for 20 days from the signing of the contract.
