About the Programme Officer (PO), AIM Role

Reporting to the AIM Branch Manager, the Programme Officer is responsible for implementing field-level programme activities across three main areas: Social Empowerment, Economic Empowerment and Enabling Environment for adolescent girls and young women (AGYW).

The position involves direct interaction with participants and communities. Programme Officers will manage assigned club spaces and participant portfolios, coordinate mentors, support livelihood and education activities, maintain programme records and ensure that required field visits and follow-ups are completed.

Depending on programme requirements, successful candidates may work on ongoing Cohort 3 activities or support the preparation and implementation of Cohort 5 in new communities.

Key Responsibilities

Social Empowerment

The Programme Officer will:

  • Lead community and participant selection activities.
  • Support club selection, establishment and launching.
  • Coordinate participant enrolment and community mobilization.
  • Select, train and onboard mentors.
  • Support linkage services and value-chain mapping.
  • Supervise activities within assigned clubs according to programme plans and budgets.

Livelihoods Pathway

  • Conducting participant-level livelihood option selection.

  • Supporting the transfer of livelihood assets and inputs.
  • Conducting home and group visits to monitor participants after receiving livelihood assets.

  • Forming and following up Village Savings and Loan Associations (VSLAs).
  • Supporting conditional cash transfers, asset cost recovery and related activities.
  • Working toward the programme target of at least 80% transition of AIM livelihood participants to formal microfinance institutions.

Education Pathway

The Programme Officer will also support the education component by:

  • Selecting and mobilizing participants for AIM Education.
  • Supporting peer-mentor study circles.
  • Providing education-related support to eligible participants.
  • Following up on study-circle activities.
  • Supporting school-related cost distribution and monitoring.
  • Monitoring school attendance among AIM education participants.
  • Supporting connections between enabling-environment activities and schools.
  • Identifying out-of-school very young adolescents and adolescent girls interested in continuing their education.
  • Conducting household surveys when required.

Enabling Environment

Responsibilities include supporting:

  • Youth Development Committee formation and activities.
  • Training and community-level meetings.

Portfolio Management

Each Programme Officer will manage an assigned portfolio covering approximately:

  • 3 neighbouring club spaces
  • 300 participants
  • 9 mentor-led groups
  • 3 EA groups
  • 6 VSLA groups
  • 1 intervention school
  • Up to 210 livelihood participants

The role requires regular follow-up visits, including monthly mentor-led group visits, VSLA visits twice a month, monthly home visits for livelihood participants and education-related follow-up activities. Programme data should be entered into the BInsight MIS during field visits, with monthly reporting on visits, groups, instalments and overdue amounts.

Cohort 3 and Cohort 5 Responsibilities

The Programme Officer may be required to complete remaining Cohort 3 activities, including livelihood asset distribution, post-transfer follow-up, cost-sharing recovery, VSLA activities, education support and transition to microfinance.

The position may also support Cohort 5 preparations, including community selection, branch set-up, inception activities, household surveys, mentor selection and training, club establishment, participant invitations and enrolment.

Programme Officers may therefore need to move between existing and new communities according to programme requirements.

Procurement, Coordination and Reporting

The role also involves supporting programme administration and reporting by:

  • Selecting, training and supervising AIM club mentors.
  • Supporting branch procurement, logistics and supplies.
  • Maintaining programme files, documents and registers.
  • Supporting school improvement planning and teacher development activities.
  • Managing programme data through manual and digital systems.
  • Monitoring service delivery and data quality.
  • Ensuring accurate collection of programme indicators.
  • Attending branch coordination meetings.

Safeguarding Responsibilities

Educational and Experience Requirements

Applicants should have:

  • A Graduate Degree or Post-secondary Diploma in any relevant discipline.
  • At least 1 year of experience in the international development sector.
  • Experience working with marginalized communities in community development programmes, including areas such as education, microfinance, livelihoods, agriculture, food security, girls’ empowerment or women’s empowerment.

Additional experience as an AIM club mentor or in community facilitation and group mobilization is an advantage.

Experience managing VSLAs or similar savings groups, cash or asset transfers, cost recovery or instalment collection is also an advantage.

Applicants must be willing to work in, and where necessary be reassigned between, Cohort 3 and Cohort 5 communities within the branch catchment.

Skills and Other Requirements

Candidates should be able to:

  • Spend extended periods working in the field and travel within Tanzania.
