The consultancy is part of an initiative aimed at strengthening the capacity of local Civil Society Organizations (CSOs), Women’s Rights Organizations (WROs) and youth-led organizations to analyse, develop and advocate for Sexual and Reproductive Health and Rights (SRHR) policies, strategies, guidelines and programmes in Tanzania.
The selected consultant will facilitate a five-day capacity-building initiative and high-level policy dialogue involving 23 representatives from participating organizations.

About the Consultancy
The consultancy seeks to strengthen the ability of local civil society organizations to engage effectively in SRHR policy processes in Tanzania.
The successful consultant will design and deliver a five-day programme covering SRHR policy analysis, evidence-based advocacy, strategy development and engagement with decision-makers.
The assignment will also involve facilitating the development of an actionable policy paper addressing identified SRHR policy and implementation gaps. On the final day, the consultant will facilitate a high-level policy dialogue bringing together participating organizations and relevant government decision-makers.
Key Duties and Responsibilities
The consultant will be responsible for:
- Designing and delivering a five-day capacity-building initiative for 23 CSO, WRO and youth-led organization representatives.
- Strengthening participants’ knowledge and skills in SRHR policy analysis and advocacy.
- Facilitating the collaborative development of an actionable policy paper addressing current SRHR gaps.
- Organising and facilitating a policy presentation dialogue with relevant government decision-makers.
- Supporting participants to analyse existing SRHR policies, strategies, guidelines and programmes.
- Strengthening evidence-based advocacy and strategic engagement with policymakers and other stakeholders.
- Supporting participants to identify policy and implementation gaps affecting SRHR, particularly those affecting women, girls and young people.
- Facilitating the development of an evidence-informed policy paper containing priority issues and practical recommendations.
- Strengthening relationships between civil society organizations and government decision-makers.
- Facilitating the development of advocacy and follow-up actions arising from the policy dialogue.
- Mapping current SRHR policies, strategies and guidelines in line with national trends.
- Providing policy mapping information in advance to support invitations to relevant ministerial decision-makers.
- Developing training modules, session plans, analytical frameworks and participant materials.
- Ensuring that the training provides practical tools for policy analysis, evidence generation, advocacy planning and engagement.
- Facilitating the identification of priority advocacy actions and stakeholder commitments.
- Delivering intensive training on SRHR policy landscapes, policy analysis techniques, strategy development and targeted advocacy during Days 1–3.
- Facilitating practical policy analysis and policy paper development on Day 4.
- Facilitating the high-level policy dialogue on Day 5.
- Preparing and submitting a comprehensive final report covering the methodology, training outcomes, final policy paper, participant feedback and recommendations for continued policy tracking.
Five-Day Programme Structure
The assignment is structured around the following activities:
Days 1–3:
Training on SRHR policy landscapes, policy analysis techniques, strategy development and targeted advocacy.
Day 4:
Practical policy analysis and development of the policy paper.
Day 5:
High-level policy dialogue involving participating CSOs, WROs, youth-led organizations and relevant government decision-makers.
The consultant will also be expected to provide a final report documenting the results of the assignment and recommendations for future engagement.
Qualifications and Requirements
Applicants should have:
- An advanced degree in Public Policy, Law, Development Studies, Public Health, Gender Studies or a related social science field.
- Demonstrated experience in SRHR policy analysis, strategy development and advocacy in Tanzania.
- A proven track record of working with youth-led organizations, local CSOs and Women’s Rights Organizations (WROs).
- Strong facilitation skills.
- Experience organising and facilitating high-level policy dialogues involving ministry officials and other decision-makers.
