Job Summary

The HMIS and M&E Officer (Locum) will provide daily technical support for MSI Tanzania’s digital reporting systems, including CLIC+, ORION, and PETRAS. The role focuses on ensuring timely resolution of system issues, maintaining data quality, supporting reporting processes, and strengthening digital health information systems used by outreach teams and public health facilities.

Key Responsibilities

CLIC+ System Support

The successful candidate will:

  • Provide timely technical support to Outreach Teams, including Outreach and Embedded Nurses, particularly after normal working hours, during weekends, and public holidays.
  • Ensure supported Outreach Teams successfully synchronize their data.
  • Support installation, routine maintenance, troubleshooting, and upgrades of the CLIC+ application.
  • Support smooth month-end reporting from CLIC+ to the Portal/Infor-BI.
  • Train new users on the CLIC+ system.
  • Develop user guides and job aids to improve effective system utilization.

Data Quality and Reporting

Responsibilities include:

  • Preparing and sharing weekly Data Quality and Shift Status reports.
  • Conducting data quality assessments and review meetings.
  • Ensuring completeness, accuracy, and timeliness of reported data.
  • Supporting data collection, compilation, analysis, and reporting across service delivery channels.
  • Providing data management training and orientation for staff and partners.

ORION and PETRAS Support

The role also involves:

  • Supporting data verification, validation, and cleaning activities in ORION.
  • Providing technical support to Public Sector Support (PSS) sites using PETRAS.
  • Monitoring weekly reporting status in PETRAS.
  • Sharing reporting updates with relevant teams to improve reporting compliance.

Qualifications

Applicants should possess:

  • Bachelor’s Degree in Information Technology, Computer Science, Information Systems, or a related field.

Experience

Candidates must have:

  • At least two (2) years of hands-on experience in IT support.
  • Experience in computer hardware and software maintenance.
  • Experience in systems administration.
  • Experience in network management.
  • Proven experience troubleshooting, repairing, and maintaining computer hardware and software systems.
  • Experience supporting digital health information systems or Health Management Information Systems (HMIS) will be an added advantage.
