The World Health Organization (WHO) is inviting qualified and experienced professionals to apply for the position of National Consultant to Support the Finalization of the Health Sector National Adaptation Plan (H-NAP) 2026–2030. This four-month consultancy offers an exciting opportunity to contribute to one of Tanzania’s most important climate and public health initiatives.
The successful consultant will work closely with the Ministry of Health, WHO Country Office, UNICEF, the Vice President’s Office, and other key stakeholders to finalize Tanzania’s Health National Adaptation Plan, ensuring the country is better prepared to address the growing health impacts of climate change.
About the Consultancy
Climate change continues to pose significant threats to Tanzania’s health sector. Increasing temperatures, prolonged droughts, floods, and other extreme weather events have intensified the spread of climate-sensitive diseases while placing enormous pressure on healthcare infrastructure and service delivery.
Recognizing these challenges, the Ministry of Health, together with WHO and development partners, has developed a draft Health National Adaptation Plan (H-NAP) 2026–2030. The consultant will provide technical expertise to strengthen and finalize this strategic document before its validation and adoption.
Purpose of the Assignment
The main objective of this consultancy is to provide technical guidance for finalizing Tanzania’s Health National Adaptation Plan by:
- Ensuring technical accuracy and consistency throughout the document.
- Integrating heat-health interventions into the national strategy.
- Aligning the plan with WHO guidance and Tanzania’s health priorities.
- Strengthening adaptation strategies for climate-sensitive diseases.
- Promoting resilient healthcare systems capable of responding to climate-related emergencies.
- Incorporating gender-sensitive and equity-focused approaches.
- Supporting sustainable implementation mechanisms that protect vulnerable populations.
Key Responsibilities
The National Consultant will work closely with the Ministry of Health technical team and the international consultant to carry out several important activities, including:
- Facilitating stakeholder consultations involving government institutions, WHO, UNICEF, academia, civil society organizations, and development partners.
- Supporting validation of climate-sensitive health data, including maternal and neonatal health indicators.
- Assisting in the development of a conceptual framework linking climate change drivers to health outcomes.
- Updating national data on climate-sensitive diseases and health infrastructure vulnerabilities.
- Integrating heat-health interventions such as early warning systems, occupational safety measures, and community awareness initiatives.
- Strengthening collaboration between the health sector and other sectors including agriculture, water, energy, and urban planning.
- Conducting problem-tree analysis to identify key climate-health priorities.
- Supporting planning, coordination, and scheduling of technical meetings.
- Reviewing the draft action plan to ensure interventions are practical, cost-effective, and nationally inclusive.
- Collaborating with the international consultant to produce the final H-NAP document ready for stakeholder validation.
Contract Duration
The consultancy assignment will run for four (4) months from the official commencement date.
Minimum Qualifications
Applicants must possess:
- A Bachelor’s Degree.
- A Master’s Degree in one of the following fields:
- Public Health
- Environmental Health Sciences
- Climate Change
- Or another closely related discipline.
Required Experience
Candidates should demonstrate:
- At least five years of professional experience in health systems strengthening, climate change adaptation, or related areas.
- Strong understanding of climate-sensitive diseases and heat-health risks.
- Experience developing or reviewing national health strategies, adaptation plans, or policy frameworks.
- Experience validating and interpreting health and climate-related data.
- Proven ability to work effectively with government ministries, development partners, research institutions, and civil society organizations.
- Excellent coordination and stakeholder engagement skills.
- Strong analytical, report writing, and presentation abilities.
- Good understanding of Tanzania’s health system and governance structures.
Preferred Qualifications
Applicants with the following will have an added advantage:
- Experience working with National Ministries.
- Experience collaborating with United Nations agencies or international organizations.
- Previous involvement in WHO health or climate-related projects.
- Experience supporting institutional capacity building and knowledge transfer.
Language Requirements
Applicants must have:
- Fluency in English.
- Fluency in Kiswahili.
Excellent communication and technical writing skills in both languages are essential.
Computer Skills
Candidates should possess excellent knowledge of Microsoft Office applications, including:
- Microsoft Word
- Microsoft Excel
- Microsoft PowerPoint
