About the Role
The Senior Technical Advisor will serve as the in-country lead for the Empowerment through Skills Program (ESP) Tanzania, a seven-year programme running from 2021 to 2028.
The programme supports the development and delivery of skills training programmes for women and adolescent girls in both formal and informal sectors while strengthening counselling, financial inclusion, entrepreneurship, and family support systems.
The successful candidate will provide strategic leadership and ensure effective implementation of programme activities in collaboration with Tanzanian and Canadian partners.
Key Responsibilities
The successful candidate will be responsible for:
- Providing overall leadership and strategic direction for ESP Tanzania.
- Managing programme implementation and governance structures.
- Building strong partnerships with government institutions, donors, educational institutions, industry partners, and development organizations.
- Representing CICan in Tanzania and strengthening collaboration with Canadian and Tanzanian stakeholders.
- Leading recruitment and supervision of local staff and consultants.
- Managing office operations in compliance with Tanzanian laws and regulations.
- Preparing annual work plans, budgets, financial reports, and donor reports.
- Overseeing financial management, monitoring, evaluation, and risk management.
- Ensuring programme activities integrate gender equality, environmental sustainability, and good governance principles.
- Providing technical leadership to ensure successful delivery of programme objectives.
Qualifications and Requirements
Applicants should possess:
- Post-secondary Diploma in International Relations, Education, Political Science, International Development, or an equivalent qualification.
- PMP certification will be an added advantage.
- Minimum of 10 years of experience managing complex donor-funded international development programmes, particularly in TVET, workforce development, skills training, or youth employment.
- Demonstrated experience working with senior government officials and managing strategic partnerships.
- Experience with the Canadian college or institute system is highly desirable.
- Strong knowledge of competency-based curriculum development, teacher training, entrepreneurship, and TVET systems.
- Experience in procurement, budgeting, financial monitoring, and donor reporting.
- Strong understanding of monitoring, evaluation, and learning (MEL) frameworks.
- Knowledge of gender equality and inclusive development approaches.
- Advanced Microsoft Office skills, particularly Microsoft Excel.
- Experience using Power BI for reporting and data visualization is an added advantage.
- Excellent communication, presentation, and report-writing skills in both English and Kiswahili.
