Job Overview

The Research, Evaluation & Resources Mobilization Technical Advisor will play a central leadership role in guiding THPS’s research and evaluation portfolio while also driving strategic fundraising and partnership development efforts. The successful candidate will oversee the design and implementation of high-quality operational, implementation, and epidemiological research studies, ensuring scientific rigor, ethical compliance, and alignment with national and donor priorities.

In addition, the role focuses heavily on resource mobilization, including identifying grants, contracts, and consultancy opportunities that align with THPS’s mission and strategic direction. The advisor will also work closely with THPS technical teams and the Government of Tanzania to strengthen data-driven decision-making and evidence generation for program improvement.

Key Responsibilities

Research Leadership

The selected candidate will be responsible for leading research activities across multiple health programs. This includes:

  • Designing and implementing operational and epidemiological research
  • Developing research protocols and data collection tools
  • Ensuring ethical compliance, including IRB processes
  • Leading advanced quantitative and qualitative data analysis
  • Guiding scientific writing such as:
    • manuscripts
    • abstracts
    • policy briefs
    • conference presentations
  • Promoting research utilization for program and policy improvement
  • Building partnerships with local and international research institutions

The advisor will ensure compliance with national research requirements such as NIMR regulations and donor guidelines.

Evaluation and Learning Functions
