Project Background – VOICES Project

CRS, in partnership with Caritas Kigoma and Caritas Kasama, is implementing the Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project funded by the European Union.

The project aims to improve water quality and environmental sustainability in the Lake Tanganyika basin through inclusive economic and environmental practices.

The initiative operates in:

  • Kigoma Region
  • Mpulungu

Key project focus areas include:

  • Promoting circular economy principles
  • Strengthening sustainable natural resource management
  • Enhancing cross-border collaboration among countries surrounding Lake Tanganyika

Job Summary

CRS Tanzania is seeking a qualified Project Manager to lead the implementation of the VOICES project across Tanzania and Zambia.

The position is based in Kigoma and will be responsible for coordinating project implementation, supervising staff, and ensuring that project activities promote sustainable economic practices and environmental protection within communities around Lake Tanganyika.

The Project Manager will collaborate closely with:

  • Government institutions
  • Local Government Authorities (LGAs)
  • Financial institutions
  • Civil society organizations
  • Private sector partners

The role ensures that project implementation meets CRS standards, donor requirements, and expected development impact.


Key Responsibilities

1. Strategic Leadership

  • Provide overall technical and strategic leadership for the VOICES project.
  • Lead annual work planning and review processes.
  • Ensure technical strategies effectively achieve project goals.

2. Donor Management and Reporting

  • Manage communication and engagement with donors.
  • Ensure compliance with EU and CRS reporting standards.

3. Team Management

  • Supervise and support project staff.
  • Provide mentoring, coaching, and professional development.
  • Participate in recruitment, onboarding, and performance management.

4. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Lead data-driven analysis to guide project decisions.
  • Monitor project Key Performance Indicators (KPIs).
  • Coordinate project evaluations and learning sessions.

5. Stakeholder Engagement

  • Strengthen collaboration with:
    • Government agencies
    • NGOs and INGOs
    • UN agencies
    • Private sector actors
    • Community organizations
  • Promote training and awareness on circular economy practices.

6. Resource and Financial Management

  • Oversee financial, human, and logistical project resources.
  • Conduct budget monitoring and partner financial reviews.

7. Capacity Strengthening

  • Identify skills gaps among project partners.
  • Provide training and technical support to partner organizations.

8. Representation and Advocacy

  • Represent the VOICES project in stakeholder meetings and development forums.
  • Advocate for investment in sustainable circular economy initiatives.

9. Innovation and Research

  • Monitor new technologies and innovative business models.
  • Conduct research and pilot initiatives to improve resource efficiency.

Basic Qualifications

Applicants should meet the following requirements:

  • Master’s degree in:
    • Environmental Science
    • Natural Resources Management
    • Sustainability
    • Business Administration
    • Or a related field
  • Minimum 5 years of experience managing environmental or sustainability programs
  • Experience managing European Union funded projects
  • Strong understanding of circular economy principles
  • Demonstrated project management and analytical skills
  • Excellent communication and stakeholder engagement abilities
  • Strong innovation and problem-solving capacity

Language Requirements

  • Fluency in English
  • Fluency in Kiswahili

Travel Requirements

The role requires up to 50% travel to project locations within Tanzania and Zambia.
