The Alliance for a Green Revolution in Africa (AGRA) is inviting qualified and experienced professionals to apply for the position of Specialist – Implementation and Delivery as part of its ongoing efforts to strengthen agricultural transformation across Africa. This opportunity supports the Government of Tanzania’s efforts to enhance coordination and implementation of key agricultural strategies under the Agricultural Master Plan.

About AGRA

AGRA is an African-led institution dedicated to promoting inclusive agricultural transformation and sustainable food systems across the continent. The organization works closely with governments, private sector actors, and development partners to empower Africa’s estimated 33 million smallholder farming households to shift from subsistence agriculture to profitable agribusiness.

Through its initiatives, AGRA aims to address the many challenges faced by farmers while promoting solutions that increase food production, improve incomes, and reduce hunger. These efforts are aligned with continental strategies such as the Comprehensive Africa Agriculture Development Programme (CAADP) and national agricultural development priorities.

Key Areas of AGRA’s Work

AGRA’s programs focus on five major areas designed to strengthen agricultural systems and improve livelihoods:

  1. Policy and State Capability
    Supporting governments in creating policies and institutions that enable private sector participation in agricultural transformation.
  2. Seed Systems
    Improving access to high-quality and improved seeds to boost productivity and ensure food security.
  3. Sustainable Farming
    Promoting resilient farming practices, including mechanization, irrigation, and climate-smart agriculture.
  4. Inclusive Markets, Trade and Finance
    Strengthening connections between farmers, markets, and financial services to support commercialization and reinvestment.
  5. Youth, Gender, and Inclusiveness
    Ensuring women and youth actively participate in and benefit from agricultural value chains.

Partnership with the Government of Tanzania

AGRA works closely with the Ministry of Agriculture Tanzania to support the operationalization of the Agricultural Transformation Office (ATO). The ATO acts as a delivery mechanism that enhances coordination, accountability, performance management, and implementation discipline in the execution of the Agricultural Master Plan 2050.

Position Overview

The Specialist – Implementation and Delivery will play a central role in strengthening institutional capacity within the ATO. Working under the guidance of the ATO Director, the specialist will help establish a high-performing delivery unit that accelerates the implementation of priority flagship programs under the Agricultural Master Plan. The successful candidate will design and operationalize delivery processes, develop governance frameworks, and provide strategic advisory support to ensure effective coordination among stakeholders involved in agricultural transformation initiatives.

Key Duties and Responsibilities

The Specialist will be responsible for a range of strategic and operational functions, including:

  • Developing and strengthening multi-stakeholder coordination and accountability mechanisms for Agricultural Master Plan flagships.
  • Designing and implementing performance management systems and problem-solving frameworks with routine engagement of key stakeholders.
  • Establishing the governance and operating model for the Agricultural Transformation Office.
  • Developing delivery tools such as stakeholder mapping, prioritization frameworks, delivery chain analysis, and root-cause analysis systems.
  • Building data collection, organization, and analysis frameworks to support evidence-based decision-making.
  • Forming delivery coalitions involving government institutions, private sector players, and development partners to accelerate implementation.
  • Supervising, coaching, and mentoring delivery specialists and analysts within the ATO.
  • Supporting the preparation of the ATO’s annual plans, budgets, and results frameworks.
  • Strengthening a culture of accountability and performance management across relevant government institutions.
  • Documenting lessons learned and producing knowledge products related to the ATO delivery model.
  • Coordinating capacity-building initiatives for Ministry staff and other stakeholders involved in flagship programs.
  • Supporting resource mobilization efforts and engaging development partners to support priority initiatives.
  • Facilitating sectoral and multi-sectoral coordination platforms such as working groups and development partner forums.
  • Monitoring, evaluating, and reporting on implementation progress to ensure transparency and accountability.

Skills, Qualifications, and Experience

Applicants must meet the following qualifications:

  • Bachelor’s or Master’s degree in Business Administration, Public Policy, Economics, Management, Public or Development Administration, Rural Development, or a related field.
  • An advanced degree in a relevant discipline will be an added advantage.
  • Minimum 10 years of professional experience in establishing or managing delivery mechanisms such as Agricultural Transformation Offices, Presidential Delivery Units, or similar institutional structures.
  • Proven experience in institutional capacity building within government institutions.
  • Demonstrated ability to manage complex multi-stakeholder initiatives and deliver measurable results.
  • Strong understanding of Tanzania’s agricultural and food systems context.
  • Experience in stakeholder engagement, collaboration, and partnership management across public and private sectors.
  • Ability to translate strategic priorities into clear implementation plans with measurable outcomes.
  • Strong leadership, communication, and problem-solving skills, particularly in high-pressure or ambiguous situations.
