Operating through six branches in Moshi, Arusha, Manyara, Dodoma, Singida, and Meatu, HIHEA TZ uses a participatory self-help approach to provide training and support for people living in poverty. Its programs focus on building independent, market-based businesses that enhance income, food security, education, healthcare, housing, and overall livelihoods.
Job Summary
The Procurement and Administration Officer is responsible for coordinating all procurement processes and providing administrative support to ensure the efficient delivery of services across the organization.
Key Responsibilities
Procurement Duties:
- Support Heads of Functions, Supervisors, and Branches to ensure effective and efficient procurement.
- Request and review quotations from suppliers following the HIHEA TZ procurement manual.
- Maintain detailed records of purchases, pricing, and supplier information in the ERP system.
- Negotiate favorable pricing and supply contracts.
- Maintain and update supplier lists, including qualifications and delivery timelines.
- Coordinate receipt and distribution of supplies across departments.
- Conduct procurement, tendering, and bidding processes.
- Facilitate vendor pre-qualification and maintain procurement databases.
- Follow up on supplier payments and notify unsuccessful bidders.
- Ensure supplier compliance with quality standards and contractual agreements.
- Take minutes and coordinate procurement meetings.
Administration Duties:
- Handle incoming and outgoing mail efficiently.
- Serve as a receptionist, including managing phone calls and visitor coordination.
- Maintain vehicle logs, allocate vehicles, and manage fuel replenishments.
- Book accommodations for staff traveling to the Arusha Country Office.
- Assist in organizing corporate events and staff welfare activities.
- Maintain mailing lists for service providers and stakeholders.
- Coordinate office renting processes, purchase furniture, and other administrative items.
Qualifications and Skills
Education / Academic Qualification:
- Bachelor’s degree in business administration, procurement and supply/logistics, human resource management, public administration, or a related field.
Professional Training / Specialized Qualifications:
- Training in business administration, procurement practices, or public administration.
Key Competencies and Skills:
- Knowledge of Tanzanian labor laws, including disciplinary and grievance procedures.
- Strong interpersonal skills and ability to work with diverse teams.
- Commitment to delivering high-quality service.
- Excellent organizational, planning, and problem-solving skills.
- Proficiency in MS Office, internet, and email applications.
- High integrity and professionalism.
- Strong analytical skills, attention to detail, and ability to multitask.
- Fluency in both English and Kiswahili, with excellent communication and report-writing skills.
Experience:
- Minimum of one year in a similar role.
