Costing of Hospital Services Consultancy (Medical Doctor)
Reference: 2026 – 08
Duration: 6 Weeks (Starting 18th March 2026)

Background
Established in 1994, CCBRT has grown from a community-based rehabilitation initiative into Tanzania’s largest provider of disability, rehabilitation, maternal and neonatal, and specialized healthcare services at zonal referral level. Each year, CCBRT impacts over 1 million people through healthcare services, capacity building, referral systems strengthening, health education, and disability inclusion. To enhance financial sustainability, transparency, and accountability, CCBRT seeks to develop a comprehensive costing framework for all hospital services.
Objective of the Consultancy
The consultancy aims to develop a structured and accurate costing framework by:
- Standardizing and validating hospital service names
- Identifying all billable components (“ingredients”) of each service
- Producing detailed itemized cost breakdowns
- Establishing a reliable foundation for internal pricing and market benchmarking
Scope of Work
The selected Medical Doctor consultant will:
I. Service Definition
- Review and validate naming of hospital services
- Ensure alignment with medical standards and patient understanding
II. Itemization of Service Components
- Identify all service ingredients (consumables, drugs, equipment usage, staff time)
- Distinguish between direct and indirect cost elements
III. Costing Exercise
- Develop detailed itemized costing sheets
- Calculate total cost per procedure, surgery, or consultation
- Clearly document assumptions and costing methodology
IV. Reporting
- Prepare a comprehensive consultancy report
- Present findings to Hospital Management for validation
Deliverables
- Standardized list of hospital services
- Itemized costing sheets for each procedure
- Final consultancy report (methodology, assumptions, total costs)
- Formal presentation to Hospital Management Team
Required Qualifications
- Medical Doctor with hospital clinical experience
- Strong understanding of hospital operations and billing systems
- Excellent analytical and reporting skills
- Experience in costing, financial analysis, or health economics (added advantage)
Reporting Line
Reports directly to the Head of Finance Department.

The Junior HR Business Partner will:

- Deliver value-added HR services to managers and staff
- Handle day-to-day HR matters including:
- HR administration & compliance
- Leave management

- Training needs assessment
- Expatriate management (visas, permits)

- Payroll administration support
- HRIS implementation support
Qualifications & Experience
Required:
- Bachelor’s degree in Human Resource Management or related field
- Minimum 2 years’ professional experience
- Experience in:
- Performance analysis & reporting
- Primary data collection
- Payroll administration
- Expatriate management processes
- Strong planning and organizational skills
- Advanced Microsoft Excel & Word proficiency
- Strong analytical skills
- Ability to multitask
- Excellent interpersonal skills
- Fluency in English and Swahili
