The Institute of African Leadership for Sustainable Development, popularly known as UONGOZI Institute, has announced new transfer vacancies for qualified public servants in Tanzania. UONGOZI Institute is a regional leadership development hub operating under the Office of the President of the United Republic of Tanzania, UONGOZI Institute Transfer Vacancies February 2026.

Established in 2010 by the Governments of Tanzania and Finland, the Institute was formed following recommendations from the United Nations’ Helsinki Process on Globalisation and Democracy (2002–2008), which was co-chaired by the two governments. The Institute is dedicated to inspiring and equipping African leaders to deliver inclusive and sustainable solutions for their nations and the wider continent.

UONGOZI Institute applies a holistic and lifelong learning approach to capacity development, grounded on two strategic pillars: Leadership and Sustainable Development. These pillars are delivered through four key areas:

  • Action-Oriented Research
  • Technical Support

Available Transfer Vacancies

1) Senior Policy Analyst

Job Summary

The Senior Policy Analyst is responsible for conducting high-level policy forums and providing technical and advisory services on policy-related issues in leadership and sustainable development.

Reporting Line: Head of Policy Analysis
Employment Terms: Contractual

Duties and Responsibilities

The successful candidate will be expected to:

  • Undertake high-level policy forums and dialogues based on agreed thematic areas;
  • Prepare concept notes for policy forums in the thematic area;
  • Prepare government policy proposals for analysis and technical assistance;
  • Review and evaluate legislation and existing policies and provide recommendations for improvement;
  • Analyse government systems and provide strategic advice to government institutions to promote national strategic thinking;
  • Identify existing and emerging global issues affecting national policies and propose recommendations;
  • Coordinate high-level stakeholder meetings to assess policy development and implementation needs;
  • Liaise with government institutions and prepare plans and strategies to equip mid and top-level leaders with knowledge on government priorities;
  • Prepare technical write-ups for other directorates in the Institute to support operational plans;
  • Conduct capacity-building activities for mid and top-level leaders in planning processes;
  • Produce high-quality policy dialogue reports, policy drafts, policy briefs, summary reports, and proceedings;
  • Disseminate knowledge generated through policy analysis via presentations and speeches to policymakers, academics, and other audiences;
  • Update and maintain a database of local and international policy experts and facilitators;
  • Perform any other duties assigned by the supervisor.

Qualifications

Applicants must meet the following requirements:

  • Holder of a Master’s Degree in any of the following fields:
    Public Policy Analysis, Planning and Policy Analysis, Political Science, Sustainable Development, Law, Finance, International Trade, Economics, Sociology, Development Studies, Natural Resource Management, or related qualifications from recognised institutions.
  • At least seven (7) years of work experience, of which three (3) years must be in policy-related work, at a comparable level of responsibility.

2) Senior Librarian

Job Summary

The Senior Librarian provides leadership in the management of UONGOZI Institute’s resource centres and supports knowledge management and dissemination within the Institute.

Employment Terms: Contractual

Duties and Responsibilities

The candidate will be responsible for:

  • Supervising and managing the Institute’s resource centres;
  • Promoting resource centre activities and services such as book sessions, clubs, and reviews;
  • Developing strategies to promote knowledge management principles and practices to strengthen a knowledge-sharing culture;
  • Advising on acquisition of publications, books, and other information materials;
  • Proactively identifying and providing current and relevant information to resource centre members;
  • Ensuring systems for dissemination of information are functional and up-to-date;
  • Maintaining accurate records and statistics of resource centre publications;
  • Seeking and sharing information about new and existing products and services offered by the resource centre;
  • Updating and applying ICT tools to align the resource centre with global information trends;
  • Performing any other duties assigned by the supervisor.

Qualifications

Applicants must have:

  • A Master’s Degree in:
    Library and Information Studies, Library Science, Library and Information Science, Information Science, or equivalent qualifications from a recognised institution.
  • At least seven (7) years of work experience, with three (3) years in library services, at a comparable level of responsibility.

General Qualifications (For Both Posts)

  • Be public servants currently working in government ministries, agencies, or departments;
  • Be fluent in English and Kiswahili.
