Position Summary
The Program Officer – Smart Climate Livelihood is a technical role responsible for leading the planning, design, integration, implementation, and monitoring of climate-resilient economic empowerment initiatives across HFHT’s project portfolio. The position focuses on enabling smallholder farmers, market traders, and homeowners to achieve economic stability through climate-smart commercial agriculture, climate-resilient technologies such as solar-powered irrigation, and strong market linkages.
This role is central to HFHT’s “housing as a platform for resilience” approach, which bridges the gap between income generation and improved housing conditions. By ensuring that increased household income is reinvested into better housing, energy efficiency, and habitability, the position directly contributes to HFHT’s goal of positively impacting 3.2 million Tanzanians by 2029.
The Program Officer will work closely with Habitability-HDRR & Basic Services Managers, Program Coordinators, Project Officers, WASH and Construction Specialists, interns, volunteers, Local Government Authorities (LGAs), private sector actors, and implementing partners. The role ensures that all livelihood-housing interventions align with Tanzania’s National Climate Change Strategy, the Five-Year Development Plan (FYDP), National Agriculture Policy, and the Sustainable Development Goals (SDGs), particularly SDG 1, 2, 7, 11, and 13.
Key Duties and Responsibilities
1. Program Planning, Design and Strategic Integration (25%)
- Lead the design and integration of climate-smart livelihood models such as solar-powered drip irrigation, drought-resistant crops, and eco-friendly market sheds.
- Develop and implement a Livelihood-to-Housing framework that supports reinvestment of income into incremental home improvements or rent-to-own housing schemes.
- Promote renewable energy solutions including solar lighting and clean cooking technologies.
- Ensure all livelihood activities directly contribute to improved housing conditions.
- Provide technical advice on low-carbon, energy-efficient technologies aligned with HFHT’s Green Building standards.
2. Technical Implementation of Climate-Resilient Technologies (30%)
- Facilitate solar-powered irrigation schemes, Farmer Field Schools (FFS), and home kitchen gardens to improve food security and nutrition.
- Support value-chain partnerships and the construction of safe, hygienic market sheds, particularly benefiting women and youth.
- Oversee installation and community-led maintenance of climate-adaptive infrastructure such as water harvesting systems and wind-break tree planting.
- Supervise kitchen garden initiatives in line with national food security guidelines.
3. Capacity Building and Community Empowerment (20%)
- Conduct training on climate-smart agriculture, financial literacy, and basic business management.
- Coordinate closely with LGAs, extension officers, farmer associations, community leaders, and private sector partners.
- Ensure safeguarding principles and “Do No Harm” policies are upheld, with special attention to Persons with Disabilities (PWDs) and marginalized groups.
- Support Village Savings and Loan Associations (VSLAs) and promote reinvestment of livelihood income into housing improvements, sanitation, and water harvesting systems.
4. Monitoring, Evaluation, Learning and Accountability (20%)
- Develop and track SMART indicators such as household income growth, housing improvements, adoption of climate-smart technologies, and reduction in crop loss.
- Lead documentation of success stories, case studies, and best practices for donor reporting.
- Conduct regular field monitoring and ensure compliance with government standards.
- Carry out annual impact assessments on food security and nutrition outcomes.
5. Strategic Advocacy and Innovation (5%)
- Represent HFHT in regional agriculture and climate change working groups.
- Identify and pilot innovative, scalable climate-adaptation technologies.
- Advocate for land rights and affordable housing through integrated livelihood programs.
- Ensure compliance with national frameworks such as Vision 2050, FYDP, National Agriculture Policy, and relevant SDGs.
- Support the execution of HFHT’s 2025–2029 Strategic Plan by linking livelihood gains to measurable housing outcomes.
Minimum Qualifications
- Bachelor’s degree in Agricultural Economics, Agronomy, Horticulture, Rural Development, Environmental Science, or a related field.
- A Master’s degree in Climate Change or Sustainable Development is an added advantage.
Experience and Technical Skills
- At least 5 years of progressive experience managing climate-smart livelihood or economic empowerment programs with INGOs in Tanzania.
- Experience managing donor-funded projects (USAID, BMZ, EU) is highly desirable.
- Proven expertise in solar drip irrigation, value-chain development, climate adaptation, and market-based approaches.
- Strong understanding of nutrition, gender, and social inclusion.
- Experience with project management tools, budgeting, compliance, and mobile data collection platforms (KoboCollect, ODK).
- Excellent communication skills in English and Swahili (written and spoken).
- Strong understanding of Tanzania’s agriculture, land, and climate change policies.
