FINCA Microfinance Bank Tanzania is inviting qualified and experienced professionals to apply for the position of Administration Manager. This is a senior role based at the FINCA Head Office in Dar es Salaam, within the Finance and Administration Department. The position offers an excellent opportunity to contribute to the efficient management of administrative, procurement, and resource functions within a leading microfinance institution.

Position Overview

The Administration Manager is responsible for ensuring smooth day-to-day administrative operations at FINCA Microfinance Bank. Working closely with the Chief Financial Officer, the role provides strategic and operational support in procurement, asset maintenance, facilities management, and overall resource coordination. The position focuses on safeguarding and optimizing the bank’s physical and financial resources while ensuring compliance with FINCA Tanzania’s administrative policies and procedures. Regular reporting to management is also a key component of this role.

Key Responsibilities

1. Procurement and Asset Management

  • Assist in procuring assets in line with FINCA Microfinance Bank administrative policies.
  • Prepare annual procurement plans and monitor implementation against actual procurements.
  • Advertise for bids and quotations, manage pre-qualified suppliers, and prepare procurement contracts.
  • Review Local Purchase Orders (LPOs) before submission to suppliers.
  • Analyze quotations, conduct supplier evaluations, and liaise with suppliers, landlords, utility companies, and other stakeholders.
  • Serve as Secretary to the Procurement Committee.

2. Premises and Facilities Management

  • Survey, assess, and recommend suitable office premises in accordance with institutional guidelines.
  • Evaluate premises suitability in collaboration with Risk and Compliance, ensuring compliance with BOT and FINCA requirements.
  • Prepare tenancy agreements and contractor agreements with support from Legal and user departments.
  • Oversee office refurbishments and procurement of premises-related assets.
  • Manage utility requirements across all FINCA Tanzania offices.
  • Ensure proper maintenance, licensing, and upkeep of vehicles and motorcycles.
  • Supervise office maintenance, furniture adequacy, and general facilities management.

3. Security and Insurance Management

  • Ensure adequate security for all offices and assets in line with FINCA policies.
  • Monitor alarm systems and guard services at all premises.
  • Receive and analyze security reports from branches and address potential threats promptly.
  • Issue staff identity cards and visitor gate passes.
  • Ensure all assets, premises, staff, and activities are adequately insured.
  • Arrange annual insurance coverage for newly procured assets.
  • Process insurance claims on a monthly basis and follow up on outstanding claims with insurance brokers and the Bancassurance Manager.

4. Staff Supervision and Administrative Support

  • Supervise, monitor, and evaluate Administration Assistants and Office Assistants in accordance with HR policies.
  • Build capacity among administrative staff to effectively manage branch and Business Center security.
  • Ensure availability and proper utilization of telephone and communication facilities across all offices.

5. Budgeting and Policy Development

  • Prepare and manage the Administration Department budget.
  • Develop, review, and update administration policies and procedures to align with institutional and regulatory requirements.

Education and Experience Requirements

  • Bachelor’s degree in Business Administration or a related field.
  • Postgraduate qualification in procurement will be an added advantage.
  • Professional procurement qualification such as CPSP (Certified Procurement and Supplies Professional) is required.
  • A minimum of 5 years of work experience in the financial sector, with at least 2 years at a managerial level.
  • Proven experience in procurement, administration, and facilities management.
